Migrate Manifest

Create a manifest.yml file to list migrations.

Create multiple files for separate lists.

Not ready for Drupal 10 yet, but can be manually updated.

Consider instead using groups and tags with drush mim --group=migrate_drupal_7 --tag=Content.
